290 HOV lane times don’t make any sense! How long have they been like this?

What am I missing about the times on the HOV lanes? Talking about the ones that are not separated by concrete barriers, just the ones marked off with stripes. The 290 inbound (toward Houston) HOV lane specifies a time in the afternoon when traffic is very light because most are traveling on the outbound side of 290. The 290 outbound lanes (away from Houston) specifies times in the morning when most are traveling in the opposite direction.

I would have thought that the HOV lane times would be set for when traffic is heavy. They have done the exact opposite. A natural question is whether they made a mistake and reversed where the signs go? Anyone have any info on this?
