21st birthday dinner ideas

I'm looking for places to celebrate my 21st birthday with my group of friends!! We are all students so l'm looking for a place that's has a great atmosphere, good food and doesn't break the bank. I live in the Katy area but willing to travel to downtown as well. Please let me know what yall recommend. Thanks !
