21 birthday dinner ideas

I’ve lived here my whole life and am now having to plan my friends 21st surprise dinner. We were going to go to houstons but they only take reservations for 4 and we have 8 going. Does anyone have any recommendations of places to go that are young and fun, so more of a lively crowd, but also not a bar scene that has good food and drinks? He’s a big foodie so food is most important but also want a cool fun place where I can make an 8 person reservation. Thanks!

Edit also preferably in either downtown/ rice/ eado/ river oaks area to memorial. Nothing far out of town
