What’s with all these "Affordable" units at apartments?

I’m looking at a unit that’s listed as “affordable housing” but the lease is 13 months at $1971 per month, not including any additional fees. The qualifier for this unit is that you need to make less than $50k in gross income. That’s more than half your after tax income just on rent, not even including utilities. I’ve been seeing more of these units everywhere, and I don’t understand how this is even legal?

This same complex has had the same 10 “affordable” units available for almost a year now, so they’re obviously not affordable at all.

Unpaid water bill from previous owner plus water leak

So I pretty much got a home to rent out back in 2020 but I made a rookie mistake by never transferring the water on my company LLC

The old owner’s name is still on the bill but there was a water leak for the past couple of months after I took over that I recently fixed last year by calling 311.

But my Tenant’s water has gotten shut off because the city never let him transfer it due to the previous outstanding balance and the bill is in the thousands now.

I don’t have the money to pay that big of a bill and I’m trying to get his water turned on. What should I do?
