Where does toll road money actually go?

I’m reading the HCTRA financial statements and I’ve got a few questions:

– ~$130 million of toll money is transferred to help county roads (2020 financials, page 4, note a). Does this mean toll road money is being used to maintain non-toll roads?

– It seems HCTRA is making a profit of ~$300 million per year. This seems like a very large profit margin. Why aren’t tolls being reduced to keep the account more balanced?

Simple math looks like tolls could be cut in half if the goal was simply to balance the system…where is this money actually going?

Quietest cars for Houston road noise?

I’m in the market for a new vehicle, and I have a long commute on 45 and beltway 8. The road noise is brutal in my current sedan, and I am wanting to get a car that limits the road noise as much as possible. I know there are some sound dampening rugs and other items I can buy, but I would love for the vehicle to limit road noise as well. Is anyone particularly happy with their vehicle’s cabin noise level on Houston highways?
