20 blocks zoned off??? downtown to elgin

was driving through downtown like normal to drop my bf off at work, 4 streets blocked. annpyong, but nbd. i turn and head into midtown and streets were blocked off all the way to elgin ive never seen anything like this does anyone know who's visiting? or at least wtf is going on
